Two Williston men arrested for sex offender registration issues

Two separate men from Williston were arrested for charges related to sex offender registration.

First was Leonard Higdon, who failed to report international travel as a registered sex offender.

Higdon allegedly traveled outside the US in November of 2019 without reporting it.

All registered offenders must report an intent to travel 21 days in advance under federal law.

Higdon is a registered offender based on his convictions for Statutory Rape of a 13 year old in 1996 and Sexual Battery of a child under 16 in 2006.

Also arrested was Richard Velasquez, also from Williston, who failed to update his sex offender registration.

Allegedly, Velasquez traveled to North Dakota and failed to register with any registration authority despite his requirement to do so.

He was charged with Attempted Sexual Assault of a Child in 2005.

The trials for both men will begin on March 31st, 2020.
