EXCLUSIVE: Fargo daycare provider charged with child neglect

FARGO, N.D. (KVLY) A south Fargo daycare provider has recently been shut down after being charged with child neglect.

According to court documents, Cass County Social Services were called for a welfare check at the home of Richelle Ulmer on July 27th. When officials arrived, they found Ulmer outside with a child, stumbling, slurring her words and smelling strongly like alcohol.

A child told a social worker that earlier, Ulmer passed out on the kitchen floor and the kids couldn't wake her up, making her burn the chicken nuggets inside the oven.

Documents go on to say that Ulmer urinated herself as she and the social workers walked up to her home, as well as inside the home. Officials found 2 empty beer cans in the trash can, and an almost empty wine cooler bottle.

Documents say a sobriety field test found Ulmer to be 'clearly impaired and not in any condition to provide proper care for the kids.'

At the time, Ulmer was responsible for nine kids between the ages of 1 and 8. She is facing one count of Felony Non-Violent Child Neglect.

Ulmer is set to be in court again November 7th.
