Lifting manhole covers raising concern in South Fargo neighborhood

Members of a south Fargo neighborhood are raising concerns over lifting manhole covers in driveways.

With several manhole covers lifted in the neighborhood, they're wondering whose responsible for fixing them.
"Over there, that green twin home there, you can see where it's lifting up out of the driveway right there," says Cindi Peterson.
Peterson has driven over a manhole cover outside her twin home for eight years, having it fixed once.
"If I'd hit it just right on the edge, it felt like it was lifting up, so I was afraid that it would lift up and get caught underneath the carriage of the car," she says.
Peterson says she tried contacting the city, but they say only manhole covers in the streets are maintained by the City of Fargo.
"They told me I had to call the developer, so I called the developer and told them that every time I drove over it, it was lifting up," she says.

Several builders constructed homes in the neighborhood, but her builder is J&L Construction. They say the movement is normal.

"With the frost going in and out of the ground, especially this last year, the frost was all the way down to even up to eight feet deep and doing what Mother Nature does, it moves," says Ron Rheault of J&L Construction.

If you see a risen manhole cover outside your home, there are a few ways you can fix it depending on your capabilities.

"Basically the lid just kind of pops off, you can cut it down an inch. It's a PVC tube under there, is what it is. If they cut an inch of it off, the lid will sit right back down and it will be fine," he says.
Though he warns the lids are heavy, so if you can't lift it safely, call a plumber.
