Public Meeting to be Held About Moorhead Sex Offender

The Moorhead Police Department and Minnesota Department of Corrections will be hosting a community notification meeting about a sex offender that just moved into a Moorhead neighborhood.  A meeting wasn't originally planned, but neighbors living in the area requested one.

The meeting will address concerns the public has about Eric Fanning, who is a level III sex offender who now lives in the 1000 block of 10th Street South. Level three means there is a high risk that Fanning could offend again. Neighbors tells us they're concerned that Fanning is moving into a neighborhood near two colleges.

The meeting will be held on Tuesday, May 20, at 7:00 p.m. If you'd like to take part, head to the Moorhead Council Chambers at City Hall located at 500 Center Avenue.


After finding out that a high risk sex offender is moving nearby, people in a Moorhead neighborhood are raising their voices. That Moorhead neighborhood is bringing its concerns to city leaders, and they want to know more. The level three sex offender is Eric Fanning. Level three means there's a high risk that Fanning could offend again.

According to police, he has a history of forcing sexual contact with adult women.

"People that are supposed to keep 500 feet away or whatever, manage to get close to people if they want to," says Karen Pitsenbarger, who found a note on her door saying a high risk sex offender was moving in next to her.

"We understand that he's on house arrest, but whose going to keep him in at 4 o’clock in the morning," says Pitsenbarger.

She's concerned how it will impact the community.

"My feeling is to stay away, and not communicate with him," says Pitsenbarger.

Others have a different take, "He's got to live somewhere, he's served is time, he's out," says Ron Williams, who lives next door.

Neighbors have been calling city commissioners wondering whether there are zoning laws involving level three sex offenders, especially since there are two colleges close by.

"I feel everybody should get a chance, but I’ve always been taught when you try to help somebody you put them in a position to be successful, but I’m just not sure how successful a person can be that's a sex offender when they are 2 blocks from Concordia, 2 blocks from MS and across the street from a daycare," says Pitsenbarger. 

"The colleges have pretty secure dorms, there are an awful lot young people that live in apartments around here, houses, and so they need to be aware that one of their past victims was a 22 year old if they news reports are correct," says Williams.

The people, who live here, say this block is a tight-knit community, and they will be checking locks, and watching out.

"Somebody has put together a self-defense class for the women that want to take it," says Pitsenbarger.

"Not exactly my first choice that he would be in my neighborhood, but he's got to be somewhere," Williams.

5'9" and 189 pounds with green eyes and brown hair.

Fanning  is ranked as a Level III predatory offender. According to police, he has a history of forcing sexual contact with adult females. His file says he met many of his victims on the same day he assaulted them. Level III sex offenders are given that designation because of the high likelihood that they could re-offend.
