Charges Reduced Against Grand Forks Attorney

Charges have been reduced against Grand Forks attorney Henry Howe.
Howe had been charged with criminal conspiracy to commit murder, but that charge has now been reduced to criminal conspiracy to tamper with a witness and/or informant in a criminal proceeding.
This amended charge is a Class C felony in the state of North Dakota.
According to the felony complaint, between November of 2013 and January of 2014, Howe allegedly conspired with Wesley Wayne Smith and Paul Francis Lysengen to tamper with a witness who had served as a confidential informant for the Grand Forks Narcotics Task Force.
The charges against both Smith and Lysengen have also been reduced to criminal conspiracy to tamper with a witness as well.
