High Risk Sex Offender Moves to Grand Forks

The Grand Forks Police Department wants to let residents know about a Level III (High Risk) Sex Offender now living in Grand Forks. Anthony Allen Rolland, 29, recently moved to Grand Forks from Devils Lake, ND.
Rolland will be living at 802 North 5th Street #4.  He was convicted of Gross Sexual Imposition in 2001 and 2003.  One of these incidents involved a 13 year old victim and the other involved a 10 year old victim.

The Grand Forks Police Department provides for the tracking and verification of those individuals that have been convicted of sex offenses, offenses against children and those that have been adjudicated as sexually dangerous individuals.  This is accomplished through the Offender Tracking and Verification Program (OTVP).  As of today's date, there are 101 such offenders registered with the Grand Forks Police Department that either live, work or attend school within the City of Grand Forks.  Of these 101, there are 6 currently assigned a risk level of HIGH.  The rest are classified as MODERATE or LOW risk, or have not been assigned a risk level.

The North Dakota Sex Offender Risk Assessment Committee assigned Rolland a risk level of "high" and as a result has a lifetime registration requirement in North Dakota. Level III (High Risk) offenders are contacted at least every three months to verify their status.
