Wahpeton DMV Manager Charged After $100,000 Goes Missing

The independent contractor who managed the Department of Transportation motor vehicle office in Wahpeton is being charged with a felony after investigators say around $100,000 dollars owed to the state is unaccounted for. Catherine Muehler is charged with misapplication of entrusted property after an audit by the North Dakota Bureau of Criminal Investigation.

Court documents say Muehler managed the DMV for several years, meaning she was authorized to maintain a bank account for branch office deposits. The office account was supposed to be zeroed on a daily basis to keep track of funds received by the branch office.

A forensic accounting was conducted for the period of January 1, 2012 to May 6, 2013, which compared to the deposits and checks listed on the daily reports to the deposits, checks, credits and charges for the account. The audit revealed that more than $80,000 worth of transactions were made but not authorized. Currently, more than $100,000 is owed to the North Dakota Department of Transportation under the branch office agreement the state had with Muehler.

The DMV office Muehler ran was shut down last May. The Wahpeton-Breckenridge area chamber of commerce re-opened the location under its management in August.
