High Risk Sex Offender Moves to Fargo

The Fargo Police Department is notifying the community that a registered sex offender, Jay Edward Duval, is living at 2214 11th Street South, Fargo, ND.  Duval has been assessed as a high-risk offender by the North Dakota Risk Assessment Committee.

Duval is 42-years-old, 6' and 335 pounds with brown eyes and brown hair.  Duval was convicted of the following:

  • Gross Sexual Imposition on July 24, 2003
  • Sexual Assault on January 5, 1987
  • Criminal Sexual Assault on December 10, 1984
  • Attempted Sexual Assault on November 5, 1984

All offenses were in Cass County District Court.  Victims were females and a male under the age of 15 who were known to him.  Duval is a lifetime registrant.
