NE ND Town Considers Raising Fines for Loose Animals

MINTO, N.D. (AP) - Officials in the northeastern North Dakota town of Minto are considering raising the fines for owners whose animals get loose, but they say it has nothing to do with a recent dog attack in the area. 

The city council has given initial approval to raising the fine for an animal-at-large first offense from $25 to $100, and for subsequent offenses from $45 to $400. 

The Monday vote came a day after a Fargo man said he was mauled by a pack of dogs east of Warsaw, which is near Minto. But Minto Mayor Lane Kelley says that had nothing to do with the council's discussion. He says the issue initially came up months earlier. 

The council will discuss the matter further in August.
