Roche Surety & Casualty Co., Inc’s. CEO Armando Roche was asked to participate as a panelist to address a recent round table discussion held at the Florida State University College of Law. The subject was a discussion of local collaboration and assessment of tools used to advance public safety based on options available to both judges and defendants.
Mr. Roche discussed the value of the private Bail industry and its efforts to work closely with the Sheriff’s Department and other law enforcement entities.
Also discussed were risk assessment instruments including various forms of monitoring, and a review of the current Florida statutory reporting requirements.
A variety of topics were explored marking that an emphasis on local collaboration and inclusion of all stakeholders, with policy choices based on data and research and performance monitoring holds the system accountable to taxpayers.
Dr. David Krahl has recently released a study on private bail: “An Analysis of the Financial Impact of Surety Bonding on County Detention Costs and Cost Savings in Florida.” The study, based on 2011 data, documents the cost-savings associated with surety bonding as a pretrial release mechanism.
