Wisconsin congressman Ron Kind says the one size fits all model doesn't work for folks living in the upper Midwest.
He says Wisconsonites have been footing the bill for the rest of the country.
Kind recently voted for legislation that would ease restrictions on private flood insurance companies. He's hoping it will increase competition and lower premiums for those required to buy federal coverage.
The bill passed in the House and now heads to the senate.
