Is the F-M Diversion the cause for the Fargo sales tax decrease?

While their are some positives to the 2017 sales tax numbers, like the overall sales tax revenue is up 3%, there are also some concerning numbers. Fargo is down 5% when it comes to sales tax.

Tax Commissioner Ryan Rauschenberger says the reason why Fargo's numbers are so low is due to the decrease in construction. Retail is also down do to internet sales. Another area that is decreasing our numbers is due to the expensive F-M Diversion project.
