The Grand Forks non-profit, Development Homes Incorporated, is facing a lawsuit for trying to cover up a sexual assault situation. A disabled man who has the mental capacity of a 2-year-old, was raped while rooming with a known sexual predator. The mother of the disabled man was not notified of her son's new roommates previous history of sexual assault. She was also not notified about the rape until noon the next day. Law enforcement was not called and no medical attention was given to the victim.
City Council member, Sandi Marshall, is also being included in this lawsuit for asking DHI employee, Mark Indvik to be the assaulter's guardian, preventing police from investigating the assaulter. The suit also claims that Marshall told DHI staff to not cooperate with the investigation.
